Application Requirements

Educational Culture, Policy and Society PhD

To qualify for admission, students should submit the following by following preferred application deadline: March 1 (fall) or November 1 (spring). Please note that beyond these preferred deadlines, applications will be accepted on a rolling basis.

  1. Complete online application.
  2. Unofficial undergraduate and/or graduate transcripts from all post secondary institutions attended. Applicants who are currently at UB or have studied at or graduated from UB do not need to request an official UB transcript. GSE's Office of Admissions can download and print the transcript.
  3. Graduate Record Examination (GRE) or Miller Analogies Test (MAT) scores. Tests should have been taken within the last five years.
  4. Statement of career goals and objectives.
  5. Three academic letters of recommendation (from persons familiar with your academic skills and abilities). On the application you will be asked to provide contact information about each individual providing you a recommendation. Please note that your recommenders will receive the electronic request to provide a recommendation letter only after you "formally submit" the application.
  6. Sample of academic writing (at least 10 pages long).
  7. A $50 non-refundable application fee, submitted electronically through UB's ePayment system.

All supporting documents must be uploaded and attached to your online application. This includes unofficial copies of your transcripts and any other documents required for review.

International Applicants

In addition to the requirements noted above, international applicants should submit the following:

  • All international applicants (unless exempted) must demonstrate proficiency in the English language. International students may demonstrate proficiency by submitting official test scores for either the TOEFL (Test of English as a Foreign Language), the IELTS (International English Language Testing System) or PTE Academic (Pearson Test of English Academic). Regardless of the type of test, scores must be dated within two years of the time the application is reviewed by International Admissions at the University at Buffalo.
    • The required minimum TOEFL score is a 213 for a computer based test, 550 for a paper based test and 79 (Reading:19, Listening: 15, Speaking: 15, Writing:19) for the Internet based test. Information about the TOEFL can be found at http://www.ets.org.
    • The required minimum IELTS score is 6.5 overall with no individual sub-score below 6.0. Information about IELTS can be found at http://www.ielts.org.
    • The required minimum PTE score is 55 overall with no individual sub-score below 50. Information about PTE Academic can be found at http://pearsonpte.com/PTEAcademic.
  • A copy of your passport biographical page.
  • All financial forms and supporting documentation must be uploaded to your application with required signatures, and must be dated within one year of the time you intend to enroll at UB. No action will be taken on dossiers of applicants who indicate no financial support. International graduate applicants must document their ability to pay for all costs incurred while studying in the U.S. Please use the standard graduate financial form at this link: http://grad.buffalo.edu/apply/funding/cost/international.html
  • An official bank statement translated into U.S. dollars.

Former/Maiden Name: Note to all applicants, please be sure to provide us with your former/maiden name if you have one. When requesting transcripts, please ask the sending institution to indicate your current name and former/maiden name.
