The National Council of Teachers of Mathematics (NCTM) has revised its influential Standards to include a special PreK-grade 2 grade level band.
The first link is the Principles and Standards for School Mathematics. Doug Clements was on the PreK-2 writing team.
The second link is the joint position statement of the NCTM and NAEYC that emerged from the Conference. Doug Clements, Carol Copple, and Marilou Hyson constituted the writing team.
